PAHW - Subiya Urban Development (Al-Sabriya Project)
The Public Authority for Housing Welfare (PAHW) is undertaking the construction of a mixed-use urban development at Al-Sabriya City, located in the Sabriya area of northern Kuwait. The project covers approximately 80 square kilometres (expandable to 110 square kilometres) and will deliver around 52,000-55,000 housing units.
It will include essential infrastructure such as a 3-5 GW power plant, water treatment and desalination systems, sewage and drainage networks, plus road and transport infrastructure. Additional features comprise commercial and investment zones, a marina, public services, and two worker accommodation cities. The purpose is to address housing demand, support urban expansion, and align with Kuwait Vision 2035 as one of the countryâs landmark housing initiatives.
The US$21,772 million program includes the following:

4. Construction of police stations
5. Construction of mosques
6. Construction of sports and entertainment facilities
7. Construction of roads and bridges
8. Construction of buildings
9. Construction of water and sewage system

A draft law has been submitted to develop the project and initial meetings were held. Further detailed discussions are expected to be held after which the project will receive approval.

ndustry sources have stated that the project is under review by the higher authorities in the government to plan for its future implementation. The state cabinet is still in discussion to create a separate body to overlook the development of the Bubiyan Island & Subiya Housing project. It has been announced that up to 70% of development area would be used for residential purposes.

Masterplan design works completed.Final reports will be submitted to the client i.e. the Kuwait Municipality in the coming months after which it is planned to be tabled to the government for its approval. The consultants will be required to upgrade the original masterplan to take into account new economic and demographic developments since its formulation almost 20 years ago. The masterplan covers socio-economic and geotechnical studies, urban and traffic planning, road, landscape and infrastructure design and cost estimation.Masterplan is expected to be completed by Q1 2008.
