Dubai Municipality is planning to undertake the construction of deep sewer tunnels and sewage treatment plants across the emirate of Dubai, UAE.

The project is designed to transform the existing sewerage system from a pumped system to a gravity system, involving the decommissioning of current pump stations. The project aims to provide a sustainable, innovative, and reliable service for future generations.

The project is also known as the Deep Tunnels Portfolio, the scheme will be developed as a public-private partnership (PPP) initiative and will involve developing assets across the city of Dubai and Hatta.

The project's comprehensive objectives include expanding the total sewage treatment capacity by 1 million cm/d, adding 1.4 million cm/d of sewage and stormwater relief capacity, catering to an increased population of 6.3 million by 2040, introducing an additional 2.5 million cm/d of sewage conveying system capacity, and reducing dependency from 70 pumping stations to just 2 terminal pumping stations.

The project has been designed to serve the needs of the Dubai population for the next 100 years in alignment with the Dubai Economic Agenda D33 and the Dubai Urban Plan 2040.

The project has been initially planned to be developed in Bur Dubai (50km) and Deira (25km) due to a change in scope the project is now being developed in Hatta, Warsan, and Jebel Ali.

Packages under the project:

a. Two main gravity tunnel packages, J1 and J2, will cover the conveyance of sewage to the Jebel Ali Sewage Treatment Plant

b. Package W will encompass the gravity tunnel, Terminal Pumping Station (TPS), and feeder links for the Warsan STP.

J1, J2, and W package will be implemented through design-build-finance-operate-maintain (DBFOM) Public-Private Partnership (PPP) models with concession periods ranging from 25 to 35 years.

Package J3 will focus on the construction of smaller collector feeder lines for the Jebel Ali tunnels. This package will be implemented under a design-build-finance (DBF) PPP model, featuring a concession period spanning 25 to 35 years.

The project is also named as the "Development of the Century" .

The US$22,100 million project includes the following:-

1. Construction of two sets of deep tunnels terminating at two terminal pump stations at Warsan and Jebel Ali STPs

2. Construction of a conventional sewage and drainage collection system and STP at Hatta

3. Construction of recycled water distribution systems connected to the STPs

4. Construction of pumping stations

5. Construction of sewer links

6. Civil works

7. Construction of associated facilities

Dubai Municipality starts the geotechnical investigation on the project. The site investigation programme is carried out by the Drainage and Irrigation Department of Dubai Municipality which is expected to take up to nine months. Parsons has also engaged a company to carry out drilling works on 250 boreholes along the sewage network route. The drilling rigs will be equipped with drilling rods, drill bits, excavation tools and various in-situ testing equipment, these rigs will be transported to the locations on the proposed route of the sewerage tunnel and the rigs are expected to stay at each location between two to five days. Once the field works are complete, the results will be evaluated, which will determine the right construction methodologies for the tunnels, link sewers, and shaft excavation.
