The Ministry of Energy, Ghana (MoE) is panning to undertake the construction of a petroleum hub on 8,093ha of land at Beyin, Jomoro Municipality, Ghana.

The project will establish a sustainable means of refining local crude, and it will create the environment for synergies between public and private to flourish, and unify all three spheres of the petroleum industry like upstream, midstream and downstream.

The project is estimated to create about 780,000 jobs. It is one of the government’s strategic anchor initiatives to serve as a new pillar of growth in the economy, and it would further accelerate the growth of Ghana’s petroleum downstream sub-sector to make it a major player in the economy and ensure the development of sustainable value, wealth creation and progress of the industry.

The entire project consists of three refineries, five petrochemical plants, storage facilities, jetties, and related port infrastructure across an overall area of 20,000 acres (8093 ha.) The project is planned to be implemented in three phases: phase 1, phase 2, and phase 3.

It will employ modern downstream oil and gas technologies and systems for refining, petrochemical processing, storage, marine import/export, and product testing.

Its purpose is to add value to Ghana’s upstream and downstream oil and gas sectors, enhance energy security for Ghana and the wider West African region, boost exports, and drive socio-economic development.

The US$60,000 million project includes the following:

1. Construction of three refineries, each with a capacity of 150,000 BPD

2. Construction of two oil jetties

3. Construction of petrochemical plants (5 nos.)

4. Construction of power plants

5. Testing and commissioning of refinery, petrochemical, storage and port systems to ensure safety, quality and regulatory compliance

6. Construction of waste and water treatment facilities

7. Laying of infrastructure, including storage tanks with a capacity of three to ten million cubic metres, fuel pipelines, jetties and deep-water marine port access

8. Construction of business and residential centres

9. Installation of safety and security systems

10. Installation of mechanical, electrical and pipeline systems in the refineries, petrochemical units, storage facilities and port structures
