EWEC - Taweelah C Combined Cycle Gas Turbine (CCGT) IPP 2500 MW
Emirates Water & Electricity Company (EWEC) is undertaking the construction of a combined-cycle gas turbine (CCGT) power plant at the Al Taweelah Power and Desalination Complex, located about 50 kilometres north-east of Abu Dhabi, the UAE.
The plant will have a capacity of approximately 2.5 gigawatts (2,500 MW). It will use high-efficiency gas turbines paired with steam turbines in a combined cycle arrangement. The facility will be carbon-capture-ready and incorporate advanced technologies such as AI and digital twin systems to optimise energy production. The plantâs purpose is to provide reliable, flexible power generation to support grid stability and to help integrate large amounts of renewable energy, as part of Abu Dhabiâs net zero by 2050 and Clean Energy Strategic Target 2035 goals.
The project will be implemented through development, financing, construction, operation, maintenance and ownership model and the successful developer or developer consortium will own 40% of the entity.
The carbon-capture-ready project will primarily provide transitional capacity to support the integration of renewable energy projects and to provide additional flexibility.
Taweelah Câs efficient natural gas turbine technology will generate up to 2.5 gigawatts (AC).
The US$3,000 million project includes the following:
1. Construction of a 2,500 MW combined-cycle gas turbine power plant
2. Installation of mechanical systems including high-efficiency three gas turbines, two steam turbines and three heat recovery steam generators
3. Installation of electrical systems such as generators, switchgear, transformers, transmission connections and control systems
4. Installation of real-time monitoring and optimisation systems
5. Construction of combustion chambers, road access
6. Construction of powerhouses
7. Construction of substations
8. Laying of transmission lines
9. Laying of infrastructure including fuel supply lines, cooling water systems
10. Earthworks and site preparation such as including foundations, subsoil work, grading and drainage
11. Construction of control rooms, administrative buildings, and workshops

The developer contract bids have been submitted on July 31, 2025 and the following companies have submitted the bids on the project. The joint venture of Sumitomo, Korean Midland Power, Korea Overseas Infrastructure and Urban Development Corporation, joint venture of Aljomaih Energy & Water and Sembcorp, joint venture of Etihad Water & Electricity, Korea Western Power (KOWEPO) and Kyuden.

The bid submission deadline for the developer contract has been extended to July 31, 2025.

Emirates Water & Electricity Company (Ewec) is understood to have extended the tender closing date for the contract to develop and operate the project. The extension was announced after Ewec received a single bid for the contract on 28 February. Etihad Water & Electricity (Etihad WE) is now working with a new consortium partner, intending to resubmit a proposal by the June 2025 deadline. (Source: MEED)
