Saudi Energy - Expansion of Riyadh PP12 Thermal 1863 MW
Saudi Energy is undertaking the construction of a combined-cycle gas turbine (CCGT) power plant expansion at Riyadh PP12, located approximately 135 km west of Riyadh in Durma town. The expanded plant will deliver about 1,863 MW of new thermal generation capacity using advanced 7H-class gas turbine technology. The project aims to strengthen the national electricity grid to meet growing demand, reduce reliance on liquid fuels, and enhance efficiency and environmental performance.
SPCC will buy the electricity output for the project.
The US$2,077 million project involves the following:
1. Construction of a new 1,863 MW combined-cycle thermal power generation facility
2. Installation of gas turbines (7H-class), steam turbines, and heat recovery steam generators (HRSGs) in multiple blocks
3. Integration of balance-of-plant systems, including fuel handling (primary natural gas; secondary distillate or Arabian Super Light as backup), air cooling condensers, boiler feedwater systems, and auxiliaries
4. Civil works and site preparation: earthworks; foundations for turbines, HRSGs, steam turbines and cooling infrastructure; building structures; road access; site drainage and fencing
5. Mechanical, electrical and instrumentation works: piping; wiring; control and protection systems; metering; communication and SCADA interfaces

The JV of SEPCO 3, Saudi Electricity Company, and Doosan Enerbility Company has been been appointed as the main contractor and Letter of Intent (LOI) has been signed on the project.
