Emirates Water & Electricity Company (EWEC) is undertaking the construction of a combined-cycle gas turbine independent power plant (IPP) at the Al Nouf Complex, Emirate of Abu Dhabi, UAE.

The facility will deliver approximately 3,300 megawatts (MW) of net generation capacity. Key components include high-efficiency gas turbines, seawater cooling systems, and supporting infrastructure for reverse osmosis desalination. While constructed without immediate carbon capture, the plant is designed to be carbon-capture-ready, allowing retrofits later to capture over 90% of CO2 emissions. Its intended purpose is to supply large-scale power with flexibility and reliability, supporting Abu Dhabi’s energy transition, renewable integration, and grid stability. The project is notable for being the largest single-site carbon-capture-ready CCGT plant in the UAE and will follow the Independent Power Producer model.

The project is located at the Al-Nouf complex, 30 kilometres southwest of the city of Abu Dhabi.

The US$3,300 million project includes the following:

4. Construction of gas storage facilities

5. Construction of combustion chambers

6. Construction of powerhouses

7. Construction of substations

8. Construction of a cooling tower

The following companies have submitted the bids for the development: *Consortium of Al Jomaih Energy and Water, Sembcorp, and Electricite de France, *Consortium of Engie, Korea Overseas Infrastructure & Urban Development Corp, and Korea Western Power, * Consortium of Korea Electric Power Corporation, and Etihad WE, and *Sumitomo Corporation.

Emirates Water & Electricity Company (Ewec) has issued a request for statements of qualifications (SOQs) from firms for a contract to develop the project and interested developers are expected to submit their SOQs by March 20, 2025. Ewec aims to issue the request for proposals before the end of March 2025, and the estimated bid submission deadline will be in late August 2025.
