Matarat Holding is planning to undertake the expansion of Hail International Airport using the Public-Private Partnership (PPP) model in Hail, Saudi Arabia.

The National Centre for Privatisation & PPP is the government authority involved in privatisation and public-private partnerships.

The expansion aims to increase the airport's capacity from the current 1.7 million passengers to 2030. The aim of the project is to achieve sustainable development of the national economy by improving infrastructure and upgrading services to passengers at the Kingdom's airports.

The US$65 million project includes the following:

1. Construction of the terminal building of the southern expansion area (5,600 m2) and the northern expansion (910 m2)

2. Construction of passenger boarding bridges

3. Construction of a new passenger lounge

4. Construction of the terminal infrastructure

5. Construction of the departures and arrivals areas

6. Construction of the enhanced baggage handling facilities

7. Construction of parking facility

8. Construction of a new rapid exit taxiway

9. Construction of new aprons

10. Construction of access road to new terminal building

11. Expansions of other support facilities

12. Construction of ancillary airport facilities ( Cargo complex - Mosque - Power - Water supply - Airport roads)

13. Construction of associated facilities

Turkey’s TAV and local Al-Rajhi Holding are in negotiation for the financing the airport and the financial close is expected between October to November 2017. The financial value is estimated to be $600 million. Banque Saudi Fransi (BSF) is appointed as the lead arranger for the project.

Turkey’s TAV and local Al-Rajhi Holding aims to raise between $250m and $350m from banks and the negotiations are likely to go beyond September 2017. UK-based Norton Rose are the legal and US/Indian Synergy Consulting are the financial advisors for the contracting companies.
