BOC/QatarEnergy - Iraq Common Seawater Supply Project (CSSP)
Iraq Ministry of Oil through The Basra Oil Company (BOC) previously known as South Oil Company and QatarEnergy is undertaking the Common Seawater Supply Project (CSSP) at southern oil fields in Basrah city of Iraq.
The US$6,800 million project includes the following:
1. Construction of de-oxygenation tower and boosting pumps
2. Construction of a water disposal unit
3. Construction of a water handling and injection system
4. Construction of eight interconnecting stations and 10 delivery stations
5. Installation of high-flow water injection pumps
6. Installation of sand filters
7. Laying of 426km pipeline
8. Drilling of injection well & separation challenges
9. Installation of process monitoring and control systems
10. Construction of seawater treatment plant (1192404m3/day)
11. Construction of seawater intake facility
12. Construction of a power plant (430MW)
13. Construction of pumping stations
14. Construction of pre & post-treatment facilities
15. Construction of chemical units
16. Installation of dual media filter
17. Installation of the polishing filter
18. Installation of the safety filter
19. Construction of accommodations and administration buildings
20. Construction of potable water & sewage treatment systems

The letter of Intent (LOI) has been signed between Basra oil Company and Hyundai Engineering & Construction (Hyundai E&C) with a value of $2.45 billion for the Water treatment plant project. The construction works are expected to complete by Q3 2023.

Parsons Corporation has been appointed to provide Front End Engineering Design (FEED) services for water intake facility, water treatment facility, gas turbine power plant and infrastructure facilities packages. Parsons' scope of work will include conducting 14 optimization studies and preparing FEED for water intake and outfall structures. Parsons will also design, construct and operate a 9,200 bwpd pilot plant at the site.

Iraqâs Oil Ministry has shortlisted SNC Lavalin and the CH2M Hill to submit commercial bids on August 1, 2012 for the PMC contract. SNC Lavalin, CH2M Hill, Saipem, Foster Wheeler and WorleyParsons have submitted the technical bids. PMC Award is expected in September 2012.

Exxon Mobil has withdrawn from the development of a Common Seawater Supply Facility (CSSF) at the end of February 2012, following disputes with the Oil Ministry over the tendering process for project. The oil ministry has asked the oil firms involved in to the scheme to use a consultant to manage the project from beginning to end.

Russia's OAO Lukoil Holding (LUKOY), Italy's ENI SpA (E), U.K.-Dutch oil major Royal Dutch Shell PLC (RDSA), ExxonMobil Corp (XOM) have expressed interest to participate in the contract. ExxonMobil Corp (XOM) was awarded with the contract.
