West Africa Crude Oil Pipeline Niger Co Ltd (WACOP Niger) and West Africa Crude Oil Pipeline Benin Co Ltd (WACOP Benin) is undertaking the development of a 1,950km pipeline to import crude oil from the Agadem Rift Basin in Niger to Benin’s Port of Seme Terminal in the Niger Republic. The project is also known as the "Nibey Pipeline".

The project aims to help Niger to export its crude oil with an increase in current production capacity of 20,000 b/d to 110,000 b/d and 200,000 b/d in further expansion and will facilitate the transportation of crude from Niger to the international market and promote the social and economic development of Benin.

The project involves the laying of a 1,950km pipeline from Niger to Benin Refinery with a production capacity of 90,000 b/d (barrels per day), 508mm diameter and 9M of design pressure, and it is being developed in two sections.

The first section includes the laying of a 1,275km pipeline through Niger’s territory. The second section includes a 675km pipeline in the Republic of Benin.

Upon completion, the project will create 5,000 jobs.

The US$877 million project includes the following:

1. Construction of nine processing stations

2. Construction of 59 shut-off valve chambers

3. Construction of 19 cathodic protection stations

4. Construction of offshore terminals

5. Construction of pumping stations

6. Construction of metering stations

7. Construction of administrative spaces

8. Construction of related infrastructure facilities

9. Installation of communication system

10. Installation of safety systems

Second Section

The construction works have completed and the project is commissioned.

Construction works are progressing and are expected to be completed by the fourth quarter of 2023.

The project has progressed upto 30 percent and 600 km of pipeline has been laid out of the total 2000km.

The test section of the Niger-Benin Crude Oil Pipeline (Niger) had completed 61km of laying-out, 42km of sweeping, 32km of pipe layout, and 2,241 welds, totaling 27.2km.

The main contract has been awarded to China Petroleum Pipeline Engineering Corporation limited with a contract value of US$386 million Niger to Benin Crude Oil Pipeline: Benin Section Project. Construction works are ongoing and expected to complete by 2023. CPP Design Institute and China Petroleum Planning and Engineering Institute (CPPEI) jointly won the preliminary design works for Niger to Benin Crude Oil Pipeline.

China Petroleum Pipeline Bureau Engineering Co., Ltd won the bid for the Niger pipeline, and China Petroleum Engineering & Construction Corp won the bid for Benin pipeline, and the contract is yet to be signed with the contract period of 42 months.

China National Oil and Gas Exploration and Development Corporation (CNODC), a joint venture of China National Petroleum Corporation (CNPC) and Petrochina created a subsidiary, West African Gas Pipeline Company (WAPCO Niger) for building, operating, maintaining and managing the pipeline.
